  • Thomas P. Guilmet
    Executive Director

    In 1989, after serving 22 years with the Massachusetts Department of Public Safety, Division of State Police, Mr. Guilmet began his next career with the Florida Safety Council as a curriculum developer and Instructor. In 1997 Mr. Guilmet was presented the prestigious “Florida Safety Person of the Year” Award by the Florida Federation for Safety for his work in the field of mishap investigations. In 1999 he was selected by the Board of Directors to serve as the Executive Director of the Florida Safety Council. Additionally, he served on the Board of Directors of CrimeLine, is the past President of the American Association of Safety Councils, an international association of safety councils, and the Florida Association of Safety Councils. Mr. Guilmet is also a member of the Advisory Panel for Aspen Publishers’ “Safety Compliance Letter.”

  • Shirley A. Cemoni
    Director of Human Resources

    Shirley Cemoni joined the Safety Council in 1987, and is the Director of Human Resources and Administrative Services. She has a degree in Business Administration, and is a certified Human Resource Specialist. Ms. Cemoni ensures the Council’s compliance of government labor regulations, is responsible for recruitment, hiring and termination processes, benefit administration, coordination of employee training, and employee recognition and events. Ms. Cemoni has served on the Board of Directors and is a current member of MADD Central Florida.

  • Robert Sigrist
    Director of Finance & Facilities

    In September 2005, Mr. Sigrist joined the Florida Safety Council Management Team. He moved to Orlando in 1969, graduated from Duke University, served as a Naval Submarine Officer, returned to Duke University for his MBA and CPA. He worked as an auditor Coopers & Lybrand, Orlando, served as the Chief Accountant for the City of Sanford and Business Administrator at Pine Castle United Methodist Church.

  • Glenn Victor
    Director of PR/Marketing & Major Programs

    Glenn Victor has been with the Safety Council since 1997 and is the Director of Public Relations and Marketing. Mr. Victor earned his Bachelor of Science Degree from Eastern Michigan University. He has an extensive background with both broadcast and print media and has also worked for Metro Traffic Control since 1991, reporting traffic problems on radio and television stations in Orlando. He is a certified instructor and instructor-trainer. Mr. Victor has served on the Board of Directors for MADD Central Florida and is involved with the Orange County Coalition for a Drug Free Community.

  • Larry Wilson
    Director of Special Programs

    After relocating from Birmingham, Alabama in 1989, Mr. Wilson held a position with the Women, Infants and Children Division of HRS. He joined the Safety Council staff in 1997. After serving in different capacities at the Safety Council, Mr. Wilson was promoted to Director of Special Programs in 2004. Mr. Wilson oversees the Safety Council Driver Education, Motorcycle, Internet, and Behavior Modification Programs.

  • Larry Dobbins
    Manager of Driver Improvement

    Larry Dobbins has been with the Safety Council since 1989 and serves as the Manager of Driver Improvement. Prior to his employment with the Safety Council, Mr. Dobbins was a police officer with the Edgewood Police Department and his duties included traffic crash investigation and traffic homicide investigation. He worked for the Florida Public Service Commission and later the Florida Department of Transportation. Mr. Dobbins became an instructor with the Florida Safety Council in 1989, and in February of 2000 was promoted to Manager of Driver Improvement.

  • Teresa Mills
    Manager of Driver Education

    Teresa Mills has been with the Safety Council since August 2000 as the Manager of the Driver Education Program.  Ms. Mills has many years of experience in driver education.  At age 21 she became a certified driving instructor. In the early 1990’s, Ms. Mills opened her own driving school.  In August of 2000, she made the decision to merge her company with the Florida Safety Council and joined the Council staff.

  • Mary Walsh-Bennett
    Associate Director of Driver Improvement

    Mary Jo Walsh-Bennett joined the Safety Council in 1991. She is currently the Associate Director of Driver Improvement. She has a Masters in Public Administration and Bachelors Degrees in Political Science and Spanish. She has held several positions within the Council as the DUI Program Administrator for 11 years and then moved into Human Resources and Administration. She also serves as the Florida Safety Council’s grant writer and copywriter.
